Parties involved in the transport

The enterprise which carries out the transport operation with or without a transport contract.

The consignee according to the contract for transportation; if the consignee designates a third party, that person is considered to be the consignee for the purposes of these regulations.

The enterprise which consigns hazardous materials either on its own behalf or for a third party; if the transportation operation is carried out under a contract for transportation, the consignor is the consignor according to the contract.

Party that groups shipments from several consignors into a single transport unit, trip or master shipment and is responsible for the documentation of the grouped shipment.

The contractual carrier is the party that undertakes with the sender to perform the transportation; the effective carrier is the party that actually performs it, in whole or in part. Both must be identified in the shipment note and in the documents required for national transportation.

Person responsible in an undertaking whose activities include the shipment or transportation of hazardous materials by road, for helping to prevent the risks inherent in such activities; required by ADR 1.8.3.

The enterprise which consigns hazardous materials, either on its own behalf or for a third party (called consignor in ADR/IMDG and shipper in IATA).

Party appointed to represent the ship in port, which handles the documentation of the call, the declarations to the port and customs authorities and the submission of the hazardous materials manifest.
