International consignment note (CMR)

When the CMR applies

The CMR convention governs the contract of carriage of goods by road for reward when the place of taking over and the place of delivery are in two different countries and at least one of them is a party to the convention. It does not matter where the parties live or what nationality they have.

DGAssistant checks that condition from the places you record and warns you when the journey does not fall under the convention, so that a domestic carriage is not issued on an international form.

What the application fills in for you

The note is built from the consignment, so the sender, the consignee, the goods, the packages and the masses come from what was already declared. You add what belongs to the contract:

• Place and date of taking over of the goods and place designated for delivery, with the times when they are known.
• Successive carriers with their vehicle, trailer, country of registration and driver, in the order in which they take part.
• Reservations and observations of the carrier on the apparent condition of the goods and their packaging.
• Instructions for customs formalities, documents that travel with the load, agreed transit time and prohibition of transhipment.
• Charges and who pays them, cash on delivery, declared value and special interest in delivery, in the currency of the contract.

Printed or electronic, the same note

The note can be printed to be signed on paper or issued electronically under the additional protocol of 2008. In both cases the content is the same and the application keeps the version that was issued, so what was signed can always be recovered.

When the goods are dangerous, the ADR transport document travels attached to the note, with the mentions of ADR 5.4.1 and the exemption of 1.1.3.6 when the load stays below the threshold.
